Guo Liang

Biography

Guo Liang was born in Peixian County, Jiangsu Province in 1981. He is currently a professor and doctoral supervisor, also a director of the China Rural Rule of Law Research Association, a director of the Youth Working Committee of the Chinese Political Science Association, an executive director of Hubei Law Education Research Association, a researcher at the China Rural Governance Research Center of Wuhan University and a researcher at the Human Rights Law Institute of Huazhong University of Science and Technology.

So far, he has published 3 individual monographs and more than 50 academic papers in journals such as Sociological Studies, CASS Journal of Political Science, Management World, and Xinhua Digest, and presided over four provincial and ministeria projects including the National Social Science Fund of China, the Humanities and Social Science Fund of the Ministry of Education, and the Hubei Social Science Fund. He has won “the 11th Hubei Provincial Social Science Outstanding Achievement Award” (2018) , “the 14th Wuhan Humanities and Social Science Research Outstanding Achievement Award”(2016), “China Rural Development Award” (2013) and so on.

Research Interests

Mainly engaged in the study of jurisprudence, sociology of law with particular emphasis on the intersection of law and other disciplines; many academic achievements with significant impact have been produced due to his long-term study on major social issues like primary level social governance and land system.

In addition, he has actively conducted field research. The research sites include nearly 20 provinces, cities, autonomous regions throughout the country ,and the total time amount to 700 days .

Teaching

Sociology of Law, An Introduction to Sociology, An introduction to Law, In-depth China, Legal and Social Issues in Contemporary China, Theories and Methods of Law, and Principles of Political Science are offered to undergraduate, postgraduate and doctoral students.

The lectures have won honors including “the Most Popular Class”and “Excellent Teaching Award” in Huazhong University of Science and Technology for many times.

Social Services

Since 2010, he has participated in the drafting and revision of national laws, regulations and policies, and the relevant recommendations have been adopted by state and local functional departments on several occasions, it has made positive contributions to the progress of the national human rights cause and the improvement of the social governance system. The specific work is as follows:

1) In 2015, wrote a senior adviser's report entitled “To Prevent Industrial and Commercial Capital from Excessively Entering the Field of Grain Cultivation”, which was approved by an important leader of the state council at the time.

2) In 2019, participated in the revision of “Regulation on the Establishment of Model Areas for National Unity and Progress in Tibet Autonomous Region”, in which several proposals on the rule of law in grassroots governance in ethnic minority areas were adopted.

3) From 2020 to 2021, participated in the drafting of the white paper of the state “Moderate Prosperity in All Respects: Another Milestone Achieved in China's Human Rights”

4) In 2021, participated in the drafting of the blue book “ China’s Human Rights Cause”

5) From June 21 to July 14 in 2021, attended the 47th session of the UN Human Rights Council (UNHRC) in Geneva, Switzerland , and delivered a keynote speech on China’s anti-poverty situation.
